Sir C. Clementi says that he will not be

able to come to town until the 18th of September but apparently thinks the question can wait until then.

In the meanwhile ? send copy of his memorandum to the Crown Agents by minute saying we shall be glad of any preliminary observations. which we recognise cannot be very exact in the absence of detailed information, they may be able to make upon his suggestions as to the distillation of sea water and the construction of a tunnel,

and tell Sir C. Clementi that we are

obtaining the preliminary obsons. of the C.A. on these points and propose to hold a Conference with them as soon as possible after the 18th of September, ad send him two copies of the memorandum and a copy of our recent letter to the F.0. about the position of the new Territories, as to which he enquires; †
